The system components
the essential parts of a political system must be those that are just as much needed today as they were in the ancient empire or in the city states of classical greece.
a. one such indispensable component is a relatively large number of human being “ bound together by a political division of labor” citizens, taxpayers,soldier public servants, voters and the like. They constitute a politic communicaty
b. the member of a political community are also bound by a common politic culture. the means that that they share some awareness of their state institutions and their function a knowledge of the group's past history, traditions and beliefs emotional attachments to the community's symbol myth or scared illusions and certain positive or negative views on the performance of system
c. another absolutely essential component is a set of officials whose decisions are accepted by the overwhelming majority of people in the political community as “binding”.
d. these officials derive their ability to issue binding decisions ( which the member of the political community have an obligation to obey ) from the system's fourth essential component the regime. Every political system has certain basic rules formal structures, procedures-i.e are gime.
e. a fifth component is political ethos, the informal, unwritten,customary pattern of behavior that bring to life the formal arrangements of the regime, strengthening,weakening or changing the actual implementation and the effect of regime's formal provisions.
The state
the use of the term state may be a source of confusion to an american student. When we speaK OF THE STATE AS AN Institutions, we deal with a concept that is much broader than that implied when we refer to the “ state of alabama” or the “ state of new york”
the concept of sovereignty has two nasic aspects first it means that the government of a sovereign state has exclusive jurisdiction over the people that live within its territory,
second it means that no other government nor any international organization or agency, has the legal authority to impose it will on the government of a sovereign
Government
every state has a “ chief of state” and a “ head of government” in some cases as in the united states where the president is both the chieft of state and the head of government, the same person plays both roles. In britain the queen is the chief of state and the prime minister is the head of government in this instance the term government being used to identify the executive branch.
